Most of San Mateo Creek and its outlet to the Pacific Ocean, at San Onofre State Beach, are actually located in San Diego County. The San Mateo Creek Watershed within Orange County is largely unincorporated territory under the jurisdiction of the County. It covers approximately 19.16 square miles of southeastern Orange County including portions of the City of San Clemente in its downstream-most area. The Donna O’Neill Land Conservancy is located in the southwestern side of the watershed at Rancho Mission Viejo.
