The San Clemente Coastal Streams Watershed Workplan (Workplan) identifies the management activities being undertaken by the City of San Clemente, the County of Orange, and the Orange County Flood
Control District (the San Clemente Coastal Streams Watershed Permittees) to address priority water quality constituents of concern in the creeks and streams of the San Clemente Coastal Streams watershed. The Workplan is updated annually.
The purpose of the Workplan is to:
Characterize the receiving water quality in the watershed.
Identify the highest priority water quality problem(s) in terms of constituents by location in the watershed’s receiving waters.
Identify the sources of the highest water quality problem(s) within the watershed.
Present a watershed BMP implementation strategy to attain receiving water quality objectives in the identified highest priority water quality problem(s). BMPs are defined as schedules of activities, prohibitions of practices, maintenance procedures, and other management practices to prevent, eliminate, or reduce the pollution of waters of the receiving waters. BMPs also include treatment requirements, operating procedures, and practices to control plant site runoff spillage or leaks, sludge or waste disposal, or drainage from raw material storage.
Present a strategy to model and monitor improvements in receiving water quality directly resulting from implementation of the BMPs described in this Workplan.
